Doing Business 2018 is the 15th in aseries of annual reports investigating the regulations thatenhance business activity and those that constrain it. Thiseconomy profile presents the Doing Business indicators forEurope and Central Asia (ECA). Doing Business presentsquantitative indicators on business regulation and theprotection of property rights that can be compared across190 economies. Doing Business measures aspects of regulationaffecting 11 areas of the life of a business. Ten of theseareas are included in this year's ranking on the easeof doing business: starting a business, dealing withconstruction permits, getting electricity, registeringproperty, getting credit, protecting minority investors,paying taxes, trading across borders, enforcing contracts,and resolving insolvency. Doing Business also measuresfeatures of labor market regulation, which is not includedin this year's ranking. Data in Doing Business 2018 arecurrent as of June 1, 2017. The indicators are used toanalyze economic outcomes and identify what reforms ofbusiness regulation have worked, where, and why.
