This report is one of four analyticalpieces on Ukraine’s innovation and entrepreneurial ecosystemdeveloped by the World Bank’s Ukraine Technical Assistanceon Innovation, supported by the Swedish Ukraine Financialand Enterprise Sector Recovery and Growth Trust Fund. Thereview presents an in-depth analysis of Ukraine’sintellectual property system regarding its support totechnology transfer and commercialization of publicly fundedresearch and development. The analysis attempts to identifyregulatory and framework impediments for thecommercialization of publicly funded research and recommendsreforms and policies that could improve the frameworkconditions for intellectual property (IP) and technologytransfer (TT). The analysis is based on available legal,regulatory, and policy documents and information fromsecondary resources as well as qualitative interviews withstakeholders. The review finds that academic and publiclyfunded research in Ukraine rarely reaches the market due toits inherently basic research orientation; its lack ofrelevance to local industry needs; low capacity and demandfor research by the private sector; legal, institutional,and administrative hurdles; weak culture of researchcommercialization; and limited incentives forcommercialization of research results.
