Kosovo's economy experienced stronggrowth over the past decade. Has growth translated intorobust job creation? Do those in the bottom forty percent ofthe population have access to employment opportunities thatcan translate into sustainable shared prosperity? Thisreport seeks to provide an integrated analysis of thedemand-side and supply-side constraints to job creation andemployment; and highlighting salient issues like informalityand skill mismatches. Bringing together evidence from anumber of data sources, including surveys of householdbudgets and labor force, as well as firm-level panel dataand a specialized survey capturing the employers'assessments of demand and supply of skills in Kosovo, thereport tries to provide evidence to argue that reforms aimedat adopting the right set of rules, and developing the rightset of skills, to promote job creation, will be vital toreduce inactivity and youth disenfranchisement, and toproductively employ the demographic dividend.
