Montenegro and the World Bank Group(WBG) have jointly prepared a robust program of cooperationfor the next four years. In the past 18 months, the WorldBank Group has prepared the Systematic Country Diagnostic(SCD) for Montenegro, a comprehensive analytic reportoutlining challenges and opportunities that the country isfacing on the road to sustained growth and prosperity, andthe Country Partnership Framework (CPF), a document thatsets out the goals and priorities for World Bank Groupprogram in Montenegro for the next four years. Both the SCDand the CPF were informed by extensive and broadconsultations with the government, local communities,private sector, civil society and international developmentpartners active in Montenegro. In particular, the CPF, WorldBank Group strategy in Montenegro that came into force inJune 2016, has been developed on the basis of the diagnosticand of the government’s own strategic priorities. Bank’sstrategy is focused on two priority areas: EnhancingMacroeconomic and Financial Resilience, and EnablingInclusive Access to Economic Opportunities and Jobs. Thefollowing policy notes summarize the key challenges, policyoptions and ways in which WBG could provide effectivesupport. These are fully consistent with the recommendationsof the Systematic Country Diagnostic and goals of theCountry Partnership Framework, and aim to present a conciseand clear set of proposals for each priority area. The Notesform a consistent document but each one of them can be usedas a stand-alone piece for discussion with the relevantsector stakeholders. There are three thematic Notesoutlining key priority areas – macro-fiscal and financialresilience, private sector and jobs, and environmentalsustainability. Each of these is accompanied by a series ofsector notes that provide additional detail.
