【 摘 要 】

This report describes an experience,developed jointly by the Uruguayan National Department ofPublic Education (ANEP) and the World Bank, of theimplementation of an Inclusive Education component. The goalis to demonstrate a concrete example of what countries cando to implement such inclusive education in practice, withinthe framework of strategies proposed by the “Education forAll” initiative and the Millennium Development Goals(MDGs).This document does not attempt to provide eitherdetails of the conceptual framework or political argumentsfor setting the international guidelines of inclusiveeducation programs, but rather responds to the demand forpractical examples that illustrate an operational strategy.One of the promising characteristics of the Uruguayanexperience with the implementation of the InclusiveEducation component was that it did not require additionalprograms or resources; rather, the process was incorporatedas a new tool within an overall strategy for improving thequality of education in the country.Although the fact thatthe component has only recently been implemented (2003)prevents an exhaustive study of its results and impact thusfar, publicizing the experience internationally isjustifieddue to the need for documentation of actualexperiences developed on a national scale. It is hoped thatthis will allow the public to envisage models for theimplementation of inclusive education.
