Costa Rica stands out for being one ofthe most politically stable, progressive, and prosperousnations in Latin America and the Caribbean (LAC). Politicalstability and inclusive social policies have contributed tosolid growth rates and the modernization of the country. Thecombination of political stability, the social compact andsteady growth, has resulted in one of the lowest povertyrates in LAC. Costa Rica is also a global leader for itsenvironmental policies and accomplishments, which havehelped the country to build its Green Trademark. Thepioneering payments for environmental services program hasbeen successful in promoting forest and biodiversityconservation and Costa Rica is the only tropical country inthe world that has reversed deforestation. Two pressingdevelopment challenges stand out: the deteriorating fiscalsituation and stubborn inequality. These challenges cutacross the fabric of Costa Rica’s development model andaffect the basic pillars of development: inclusion, growth,and sustainability. The new government seeks to addressthese problems and is committed to an inclusive society thatguarantees the welfare of its people, supported bytransparent and accountable public institutions. The WorldBank Group’s (WBG’s) new country partnership framework (CPF)seeks to support Costa Rica’s objectives of reducingconstraints to productive inclusion and bolstering fiscal,social, and environmental sustainability.
