This Country Gender Assessment (CGA)reviews the state of equality between women and men inArmenia in access to opportunities, that is, equality inrights, resources, and voice (World Bank 2007). Equality inrights refers to equality under the law, whether customaryor statutory. Equality in resources refers to equality inaccess to human capital investments, productive resources,and markets. Equality in voice refers to the capacity tomake decisions about one’s own life, to act on thesedecisions, and to influence and contribute to politicaldiscourse and the development process. Noting thegovernment’s commitment to gender equality in the legalframework and in policies, this report mainly focuses on theextent of equality in resources and voice. Specifically, thereport reviews the extent of equality in the areas ofdemography, human capital, economic opportunities, and voiceand agency. It also points to some common patterns.
