Many countries develop systems toidentify the poor and vulnerable in order to direct programresources to these areas and groups, often to ensure theirinclusion in social service provision orcommunitydevelopment. Determining eligibility typically depends onthe overall program objectives, patterns of poverty, vulnerability and exclusion, social norms, and fiscal andpolitical feasibility. Targeted programs use a range oftools to prioritize specific areas andpeople, in keepingwith data availability and existing administrative capacity.Depending on these policy choices, effective deliverysystems for beneficiary registration, management, monitoring, and recertification need to be developed, withclear assignment of roles and responsibilities at differentlevels. Many countries have done so in a coordinatedfashion, so the same system can beused to supporteligibility verification for multiple programs.
