Myanmar has a mix of contributory andnon-contributory programs providing some elements of socialsecurity but for a very small section of the population. Thegovernment is considering reformsto its pension and othersocial security schemes. Strengthening systems and ensuringfiscal sustainability should be a priority beforeimplementing new provisions that may strain current deliveryand financial management systems and to avoid crowding outother social spending. Should the proposed reforms beintroduced, a very gradual transition is advisable. Thereforms should aim to develop integrated, or at leastharmonized, social security schemes for both public andprivate sector workers in the formal sector. It will also becritical to have a clear roadmap for long-term coverageexpansion to a larger share of the population, particularlythe poor and vulnerable.
