This study presents the vision andimplementation recommendations for the electronic identitybased service delivery framework (EISDF) in Vietnam. It alsodelineates the roles to be played by the diversestakeholders (private, public, development community, etc.)in the field. The study recommends various relevant andinnovative electronic identity (eID) services that can beimplemented to transform and enhance the accountability andefficiency of service delivery across sectors. Theserecommendations are based on the stocktaking ofinternational experiences and identified possibilities basedon the country assessment. Special emphasis is placed on eIDsystems that operate on mobile phones, and on those thathave the potential of being scaled up by both the public andprivate sectors in Vietnam. The eID systems can help reduceidentity fraud and enable individuals to avail of servicesmore securely in a variety of contexts as in mobile bankingand mobile applications for health care.
