Providing universal coverage andbarrier-free access to ID systems is one of the threepillars of the Principles on Identification for SustainableDevelopment and is vital to achieving Target 16.9 of theSustainable Development Goals (SDGs), to "provide legalidentity for all" by 2030. Large-scale registrationcampaigns can help achieve this objective by makingidentification accessible to large segments of thepopulation within a short timeframe and by often being ableto reach individuals and population groups who, for variousreasons, face difficulties in obtaining IDs in the absenceof concerted outreach efforts. Without sufficient planning,coordination, and the adoption of appropriate policies andmeasures for inclusion and building trust in the system,however, registration drives may be unable to boost thecoverage of the system to achieve a critical mass and canthus became a waste of (public) resources, whileexacerbating exclusion. This note aims to help practitionerslearn from past efforts, promote the adoption of goodpractices, and reduce the risk of failure.
