Mines have the potential to impactcommunities and such impacts can be both positive andnegative. Historically, mines have played an important rolein impacted communities but that role usually ended with theclosure of the mine. More recently, there is a stronginterest by governments, communities and mining companies inthe sustained development of mine impacted communities. TheWorld Bank Group (WBG) has a role to play in mining-leddevelopment at both the national and community level. Thepurpose of this report is to provide draft model communitydevelopment agreement regulations suitable for adoption intolegislation or which can be modified for use as guidelines.It is not the intent of this report to suggest that everynation should adopt the model legislation, rather the modellegislation is simply another tool that governments canconsider as part, or not, of their development strategy. Inmany nations, the promulgation of regulations is easier thanintroducing a new or amended mining law, and thus, modelregulations were drafted rather than model mining lawprovisions. This report is the product of a phased projectapproach. Phase one was designed to prepare a draft set ofCommunity Development Agreement (CDA) regulations inconsultation with and benefiting from technical experts.Phase two, of which this report is a part, was intended toobtain feedback from a broad spectrum of stakeholdersincluding governments, private sector, non-governmentalorganizations, civil society and development experts.
