The review provides a detailedassessment of the institutional policy and regulatoryframework in two segments of the financial sector: bankingand non-bank credit institutions. The mission took place inresponse to a specific request for technical assistance inthe field of financial consumer protection made by thecentral bank, the Banco de Moçambique (BdM), in November2011. As agreed with the BdM, the assessment has focused onbank and non-bank entities within Mozambique’s financialsector that provide financial products and services toconsumers, including microfinance, with a particular focuson credit reporting and on financial awareness. Volume onesummarizes the key findings and recommendations of thereview and volume two presents a detailed assessment of eachfinancial segment compared to the good practices. Volume twoalso includes annexes that analyze and provide more detailedrecommendations on credit reporting and financial education,and a description of the overall legal and institutionalframeworks for financial consumer protection in Mozambique.The key findings and recommendations presented in thisreport cover six areas: institutional arrangements, legaland regulatory framework, disclosure, business practices,dispute resolution mechanisms, and financial education.
