【 摘 要 】

The study focuses on themes and areasthat have been identified as highly relevant for themodernization and commercialization of the agriculturesector.The study originally aimed to review: agriculturalmarketing, processing and exports; food safety; agricultural“cooperation,” including farmers’ groups; agriculturalextension and agricultural insurance. This coverage wassubsequently modified to: (i) avoid repetition of existingwork; (ii) draw more extensively on WBG experience in othercountries; (iii) address relevant long-term issues moredirectly; and (iv) to inform discussion of relevant issueson which little information was available. The proposedreview of marketing, processing and exports, an area thathas already been well studied – was thus replaced with areview of global experience in developing successfulexport-led agricultural industries. Similarly, the study ofagricultural ‘cooperation,’ an area also widely studied, wasreplaced with an analysis of agricultural land markets. Both“cooperation” and land markets are highly pertinent to theneed to increase farm size to improve competitiveness. Landmarkets offer a more structural, long-term response to thisproblem, however, a response that so far has received littleattention. Finally, an analysis of public expenditure onagriculture was added to provide insight into publicexpenditure on long-term versus short-term sectorobjectives. The review outlines the elements of a long-termframework based on building a cluster-based, institutionalframework for horticultural exports, and suggests the needto prioritize associated development of agriculturalextension, food safety, agricultural land markets andagricultural risk management. Horticulture is viewed as avector for modernization and commercialization, due to itsdemonstrated potential for exports. The proposed frameworkwould drive growth and change throughout the sector,however, due to the sector-wide impact of support forextension, food safety, land markets and risk management.
