【 摘 要 】

This policy note outlines options foraid coordination and delivery in Yemen. It draws on a vastamount of experiences and lessons learned from post-conflictrecovery and peace building processes both in Yemen andelsewhere over the past decade.Its central message is thattimely international support and targeted financial aid willbe critical to the implementation of a new peace agreementin Yemen, but delivery ofthis support will have to becarefully designed, sequenced, and coordinated in order toovercome divisions and assist Yemen in addressing thechallenges driving the cyclical nature of conflict in thecountry.This note highlights the importance of focusingefforts in the immediate termon sequencing and coordinatingwhile the conflict is ongoing, and negotiations move forwardto support immediate recovery programming once negotiationsachieve a positive outcome.This note argues that the peacedividend, that is recovery and development, and humanitarianassistance need to be effective immediately to build peaceand overcome the causes of conflict. At the same time sucharrangements should strengthen national systems andcapacities that are needed toeliminate poverty, promotedevelopment objectives, and help to build peace.Thesechallenges are compounded by the fact that expectations willbe extremely high during the immediate aftermath of thelatest round of conflict,absorptive capacity will remainlimited for years to come, and the government capacity todeliver will be hindered by its lack of access andlegitimacy in certain parts of the country even following apeace agreement.
