【 摘 要 】

The 18th Amendment to the Constitutionof Pakistan shifted the administrative paradigm fromcentralized to decentralized structures. The addedobligations require major policy and institutional reformsin an otherwise weak social protection (SP) sector atprovincial levels, generally characterized by limitedplanning, coordination, execution, and monitoringcapacities. SP has become a salient feature of socialpolicy, nationally as well as internationally. The basiccomponents of a SP framework include safety nets or socialassistance, social care for children and the elderly, socialinsurance and labor market interventions for productiveemployment generation. SP is conferred as an entitlement inthe Pakistani Constitution, and the Government of Sindh(GoS) has demonstrated political commitments to this. Thisnote outlines the key considerations of a policy on SP aspart of the GoS commitment to reduce poverty, inequality,and vulnerability in the province. Section one givesintroduction. Some of the key development challenges that aSP policy may need to consider prioritizing is described insection two. Sections three and four describes criticaldesign principles of SP policies and programs, respectively.Section five reviews the current de facto SP programming inSindh, while section six delineates a way forward for policy development.
