【 摘 要 】

Most of the newly created jobs inCroatia are temporary jobs. This contributes to labor marketduality: the growing divide between employees with secure,permanent jobs (referred to as insiders) and those withprecarious, temporary jobs (referred to as outsiders). Duallabor market is inefficient from both the social andeconomic perspective. It contributes to inequality, andpotentially slows down productivity growth. This Noteconsiders policy measures to address labor market duality.It focuses on the proposal of a Single Employment Contract.By design, the single employment contract eliminates thedivide between permanent and temporary contracts. Allemployment contracts are open-ended with employmentprotection increasing with seniority. Single EmploymentContract is more flexible than existing permanent contracts,but provides workers with more protection than temporary contracts.
