【 摘 要 】

The objective of this ASA was ‘todevelop policy recommendations for the Russian Federationbased on a detailed analysis of the returns to education andidentification of feasible pathways for robust growth inRussia’s human capital wealth’. The second part ofidentifying feasible pathways was perhaps stated tooambitiously. The study does include elements of possiblefuture strategy work with priority regions as well as apotentially very useful idea for individual universities and colleges.
