【 摘 要 】
A growing number of developing economiesare providing cash transfers to poor people that requirecertain behaviors on their part, such as attending school orregularly visiting health care facilities. A simple ex antemethodology is proposed for evaluating such programs andused to assess the bolsa escola program in Brazil. Theresults suggest that about 60 percent of poor 10- to15-year-olds not in school enroll in response to theprogram. The program reduces the incidence of poverty byonly a little more than one percentage point, however, andthe Gini coefficient falls just half a point. Results arebetter for measures more sensitive to the bottom of thedistribution, but the effect is never large.
