Literacy serves as an essential buildingblock for learning, so when children master reading, theyare more likely to succeed in school generally. To supportthe South African government’s campaign to improve literacyrates and foster a love of reading among children, room toread implemented an initiative that included results-basedelements to increase the availability of affordable, qualitystorybooks in African languages. The project broughttogether public and private sector players in the booksupply chain to develop new national standards on storybooksand translations, and helped to identify and build capacityof smaller publishers and writers to publishAfrican-language storybooks. In doing so, the projectdemonstrated how results-based financing can be effective inthe production and procurement stages of the book chain inSouth Africa. Results-based financing motivated and engagedpublishers and writers to participate and stay engaged inthe two-year project, which armed them with the skills andknowledge they need to continue to create and publishquality storybooks on their own. The success of the SouthAfrica project underscores the potential of using innovativemodels such as pooled procurement, open licensing, and oneday one book workshops along with results-based financing toincrease the availability of quality children’s books in acost-efficient manner. By strengthening the book chain, theproject ultimately helped to foster children’s love ofreading and helped them to become better learners.
