In the late 1990s the government ofCameroon initiated a reform to improve efficiency andincrease private sector participation in the country s powersector. The reform included new legislation, a newregulator, and privatization of SONEL, the state-ownedintegrated power utility, which was transferred to privatemanagement under a 20-year concession in 2001. Theconcessionaire, Energy of Cameroon (ENEO), was grantedexclusivity over transmission and distribution ofelectricity and the right to develop and own up to 1,000 MWof generating capacity. In the early 2000s the government ofCameroon decided to pursue the exploitation of offshore gasreserves for, among other things, incremental powergeneration. As a result, in March 2006, Perenco Cameroon, asubsidiary of French Perenco, signed a 25-yearproduction-sharing agreement with Societe Nationale desHydrocarbures (SNH), the state-owned gas supplier, toexploit the Sanaga South gas field. That agreement was thebasis for the later development of the Kribi Gas Power Project.
