Commercial enterprises that are ownedand controlled by governments continue to constitute asignificant portion of business activity in many parts ofthe world. This paper examines three critical areas forstrengthening the quality of governance of state-owned firmsprofessionalizing government ownership, strengtheningcommercial orientation, and developing stronger, moreindependent boards and the challenges involved inimplementing reforms.
