Whether they attempt to build jeepneystops, expand transit access, or improve bus routes, transitprojects across much of the developing world are oftenhampered by (1) the lack of accurate transit maps and dataand (2) the weak capacity of transit agencies to acquire anduse such data. To address the twin aspects of thislong-standing challenge, the World Bank, in collaborationwith the Philippines and Australian Aid, developed both amethodology and a suite of open-source software applicationsbased on free, internationally supported open datastandards. The solutions have allowed the quick, low-costproduction of transit maps; and they have empowered theagencies, and potentially businesses and the rest ofgovernment, for the first time to make ambitious planningand investment decisions based on accurate, comprehensivetransit data. The global applicability of this approach hasbeen demonstrated by its adoption in six other developingcountries to date.
