SABER Tools as a Framework for Education System Assessment

【 摘 要 】

The World Bank Group’s Systems Approachfor Better Education Results (SABER) initiative producesdata on education system policies and institutions, analyzesand evaluates their quality, and provides decision makersand stakeholders with an assessment that fosters structuredand informed policy dialogue on how to most effectivelystrengthen education systems. During its tenure, SABER hasgrown rapidly to become a key component in the design ofeducation programming across the globe, providing countrieswith quality data and information. By generating a broaderknowledge base on education systems worldwide, these toolsare helping reform education at the country level while alsobuilding a high-quality knowledge base for education reformsat the global level. SABER materials, including frameworkand other background documents, user manuals,questionnaires, rubrics, as well as country reports andanalytical papers, are made publicly available to encouragewidespread use of SABER tools and publications, helping tostrengthen education policy development and reform. Theopenness of SABER methodology and data also enablesstakeholders to adapt SABER tools in a way that is relevantto their individual needs. The World Bank Group’s educationteam in China, in collaboration with researchers at theShanghai Normal University, recently published a report ‘howShanghai does it: insights and lessons from thehighest-ranking education system in the world’, which usesSABER as a framework to organize and benchmark educationpolicies across several areas of the education system. Thefindings of the report and the related analyses werehighlighted during the global conference on equity andexcellence in basic education in Shanghai in May 2016.
