In poorly resourced rural areas, mostlocal health services are ill-prepared to manage severecomplications or offer emergency surgical care. Saving livesin an emergency requires timely and appropriate referral tohigher levels of care but poor infrastructure, longdistances, and underdeveloped emergency transport servicescan delay referral times, leading to preventable deaths andmorbidity. Even for non-urgent care, a lack of trackingsystems and limited human resources can create deficienciesin continuity of care, with high rates of pre-treatmentloss-to-follow-up among individuals diagnosed with HIV ortuberculosis, among other diseases. Creative solutions areneeded to ensure timely transport in an emergency and betterpatient tracking across care providers
