Transport efficiency and safety in theadvanced economies have long benefited from information andcommunication technology (ICT). However, these ICTapplications have typically been high-cost, customizedinfrastructure systems. Now the era of the Internet, digitalmobile communication, and ‘big data’ analysis has created anew global potential for less costly and more powerful‘intelligent transport systems’ (ITS). The World Bank issupporting client transport agencies in deploying these newtools, including cloud-based services, open data standards,and smartphone applications, to more efficiently managetransportation assets and improve road safety. In theprocess, such projects have also demonstrated improvementsin the traveler’s experience and the attractiveness ofpublic transit. Moreover, the greater potential of the newtechnologies to reduce congestion and travel times meansthat the new era has also strengthened the potential of ITSto reduce greenhouse gas (GHG) emissions. However, realizingthe potential of ITS in developing countries depends onimprovements in assessment practices to find what works bestand in the data capabilities of domestic institutions.Significant improvements in these areas are critical to thesuccess of ITS.
