【 摘 要 】

The primary and secondary educationsystem in Kazakhstan has accomplished significantachievements. Kazakhstan has embarked on profound reforms toimprove the quality of the education system and isincreasingly looking to international standards and bestpractices. Reform initiatives include the expansion of thepre-primary education network, the development of newmechanisms of school financing (including a new per capitafunding scheme), the creation of resource centers to supportsmall-class schools, further investment in schoolinfrastructure, and a wider use of information technologiesin schools. In this context of reforms, while there is anapparent desire to increase resources devoted to educationand awareness that spending per student remains markedlylower than the Organization for Economic Co-operation andDevelopment (OECD) average and that of other neighboringcountries, there remains an official reluctance to expandpublic expenditure on education. This report analyses theeffectiveness of the Kazakh school system and identifiespolicy areas with potential efficiency gains or requiringfurther public investment. The following policy prioritieswere identified to improve the effectiveness of resource usein the Kazakh school system: increase overall publicspending on education as the sector gains absorptivecapacity, while addressing key inefficiencies; review theorganization of the school network and lengthen the schoolday; support disadvantaged students and schools; improveteacher quality and school leadership; and use evaluationand information systems to foster improvement and accountability.
