The Global Water Partnership (GWP) wasestablished by the Swedish International Development Agency(SIDA), the United Nations Development Program (UNDP), andthe World Bank in 1996 in response to international concernabout deteriorating freshwater resources. The initialmission of the GWP was to 'support countries in thesustainable management of their water resources' bymeans of an advocacy network based on the principles ofintegrated water resources management (IWRM). Its initialobjectives were: 1) to clearly establish the principles ofsustainable water resources management; 2) to identify gapsand stimulate partners to meet critical needs within theiravailable human and financial resources; 3) to supportaction at the local, national, regional, or river basinlevel that follows the principles of sustainable waterresources management; and 4) to help match needs toavailable resources. The GWP was chosen for a Global ProgramReview (GPR) because it provides lessons for the design andoperation of advocacy networks for water-related activitiesin member countries. Because the governance and managementof the GWP changed hands in 2008, the findings of thisreview do not reflect on the current governance andmanagement of the partnership.
