【 摘 要 】
This document presents a conceptual design for the implementation of a non-emergency interim measure (IM) at the site of the grain storage facility formerly operated by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) in Agra, Kansas. The IM is recommended to mitigate localized carbon tetrachloride contamination in the vadose zone soils at the former CCC/USDA facility and eliminate ongoing soil-to-groundwater contamination. The objectives of this IM conceptual design report include the following: 1. Obtain written acknowledgement from the Kansas Department of Health and the Environment (KDHE) that remediation on the former CCC/USDA property is required. 2. Provide information (IM description, justification for the IM, and project schedule) that the KDHE can include in a pending fact sheet. 3. Obtain KDHE approval for the IM conceptual design, so that the CCC/USDA can initiate a formal request for access to the privately owned property and proceed with preparation of a remedial design plan (RDP). Investigations conducted on behalf of the CCC/USDA by Argonne National Laboratory (Argonne 2006) have demonstrated that soil and groundwater at the Agra site are contaminated with carbon tetrachloride. The levels in groundwater exceed the Kansas Tier 2 Risk-Based Screening Level (RBSL) and the U.S. Environmental Protection Agency (EPA) maximum contaminant level (MCL) of 5.0 {micro}g/L for this compound. The soil and groundwater contamination identified at the former CCC/USDA facility currently poses no unacceptable health risks.【 预 览 】
