The Implementing Regulation is composed of 5 Sections and 10 Annexes. Section I contains the following matters: general provisions; Environmental Affairs Administration; Environmental Protection Fund; and incentives. Section II deals with provisions in matter of soil pollution control, development and environment, dangerous and waste materials. Section III regards air pollution protection. Section IV on water pollution control including pollution caused by ships, oil, waste water and discharge;
