【 摘 要 】

The Resolution develops a complex scheme of actors and action that need to play out during disasters caused by extremely hazardous pathogens. It defines responsibilities of the government at all levels to combat contamination of environment, and control diseases of humans and animal scaused by the pathogens. The plan is intended for both emergency situations and other situations as well.
