This Decree, in Art. 1, states that only planting materials produced in conformity with the requirements of Decree 110/2003 (X.21.) FVM of the Ministry of Agriculture and Rural Development, by licensed and qualified producers, may be used for planting woody energy plantations. Article 2 and Annex 1 determine the species that may be used for this purpose.
