Let Omega be a bounded Lipschitz domain in R-n(ngreater than or equal to3). After giving several equivalent characterization of harmonic Sobolev-Besov spaces and studying the mapping properties of the single layer potential operator, we study the Neumann problem for the Laplacian with data in quasi-Banach boundary Besov spaces and obtain the regularity results.
