【 摘 要 】

thisarticleexaminesthecurrentstateoftheColombianNationalInnovationSystem(SNCTI)fromitsgeneralconceptualization,definitionofactors,structure,dynamics,andperformanceindicators.Alsoincludesadescriptionofthechangesthathavebeenthesamesincethelaw29of1990whichcreatedtheNationalSystemofScience and Technology (SNCYT) to the law 1286 of 2009, whichgivesthenewframeworkinwhichtheSNCTIandSNCYTmerge,theaboveplusadescriptionofprogress,weaknesses and suggestions for improvements to the system-SNCTI.Inthissense,thefirstpartofthearticleisdedicatedtoprovidingaconceptualframeworkbased onthehistoricaldevelopmentofscience-policyrelationsanditsconceptualizationintheeightiesofthetwentiethcentury,fromaLatinAmericanperspective,whilethesecondpartofarticledescribesthesystem,structure,actors,relationships,anditsdevelopmentinthecountry,revealing their strengths, weaknesses and progress.
