【 摘 要 】
The present study focuses on the relationship between federalism, as a particular form of State organization, and its interface with the field of education management. First, we analyze the historical and political significance of the construction of the national State in Brazil, as well as its indispensability for the optimization of care for social demands in the country; then, we discuss the relationship between the conception of federalism embodied in the Brazilian case and the systemic management model, under process of incorporation, to the educational field. The final considerations highlight the urgency of building the national system of education in view of establishing the federative pact mechanism in education.
