【 摘 要 】

Author notes that in consciousness of the Russian citizens the belief in need of the strong state deeply took roots. The state mentality became a distinctive feature of the Russian mentality. In the present article various aspects of formation and support of human rights activity of institutes of civil society by the state are considered by the author. By the author it is carried out researches of opinions of various Russian and foreign scientists-jurists, the provision of regulations.
