【 摘 要 】

Methodology of elaborated verification of new theoretical methodological workings on public administration innovative problems has been grounded. The methodology realizes consequent evaluation of quality of the new workings (from general to concrete) by means of applying the methods of focus-group expertise and competent expert. The elaboration of methodology at each of its steps is examined in detail.
