This article presents three considerations for public policy of Mexico's urban municipalities: 1. The term approach to public policy, 2. Regulatory reform and economic development 3. Modernization of the councils and municipal democracy mechanisms. All this in the context of the need to generate at least a proposed agenda of strategic priorities.
