【 摘 要 】

This paper aims to present a critical discussion and reflection on innovation, for which the national innovation system of Chile and the role of the definition of public policies will be analyzed. It reflects on the definitions of the national innovation system, analyzes the Chilean case, considers the actors involved and the resources allocated and compare the expenditures for research and development. Finally, it reflects on the definition of public policy of the national innovation system and it is concluded that it is necessary to highlight the importance of the role of the State in the definition of these policies and in the allocation of resources for successful implementation.
