【 摘 要 】
The effective management of emergency situations is of vital importance to minimize the potential damage resulting from a catastrophe. One of the circumstances that aggravate such effects is the vulnerability of the transport network by means of which help is delivered. In the case of floods, interruptions to the network can be numerous, substantially reducing the response capacity of emergency services. Given such circumstances, an analysis of the vulnerability of all kinds of networks is a technique of great interest, whose results will be able to highlight deficiencies and serve as support for future decisions concerning transformation of the network or the installation of new emergency centers. The main objective of this work is to highlight the vulnerability of the network in a variety of multi-contingency scenarios related with flooding and to identify the optimal location for a new emergency management center based on that analysis. The work uses the open source programs PostgreSQL/PostGIS, pgRouting, Python, R-CRAN and QGIS, and the results show an array of origins (emergency centers) and destinations (network nodes) that allow the most effective routes (in terms of time) to be identified and taking into consideration isolated or hard to reach areas
