The office of the Territorial Engineer (later State Engineer), and the Water Right Code which defined his powers and duties, were created by an act of the Territorial Legislature which became effective on March 19, 1907. Statehood came on January 6, 1912. For many years the work coming under his direction was not excessive and the offices of both the State Highway Engineer and State Engineer were held by one appointee. As the State developed, however, the work of the office increased and in 1921 the two departments were separated. [First Paragraph]
