【 摘 要 】

Network Energies,such as electricity and natural gas,have a chance to stop supplying because of concentration of the demand. Since the rolling blackout in 2011,supply and demand situation of electricity has become one of the major social issues. Repeating supply problem of electricity is different from the past energy issues.At that times we did not care about capacity of energy supply,but only cared about hiking up the energy price. If the demand exceed the supply in network energy system,the stability of supply is sharply declined. So we need a different approachTo solve this problem ,there are two ways. One is expanding facilities of the energies. The other one is controlling the demand of energy. But the former is not easy today,if considering thesocial conflicts and expenses when installing the nuclear power plants , transmission towers 없d natural gas facilities. In the end,to tackle down supply and demand of network energy,controlling the demand is ideal through the rational charges system.In Korea,the govemment has controlled network energy charge systems and adjustments. It is general that govemment ’s charge regulation is needed to control network energy markets ,that are naturally oligopolistic and monopolistic because of scale economics. But govemment ’s charge regulation only represents legitimacy of itself. We have to distinguish whether the govemment ’s behaviors are rational or not. So govemment ;;s charge regulation have to be done through rational charge design and adjustment. When modeling the charge system, stability and effectiveness of network energy supply chains are the top priorities.In the market ,price is the signal to control the demand behavior. But network energy charge systems and adjustments by govemment have not well reflected the signals. This study analysed effect of network energy;;s charge increase cases in a lump under the government regulation on daily peak factor that represents stability and effectiveness of network energy supply chainsThe results of the study are as follows.In the electricity system ’s analysis ,it was proven that daily peak factor was increased to maximum 1% as a result of electricity ’s charge increase,which peak demand ’s price elasticity is lower than average demand ’s it. This means that inadequacy in the charge system resulted in a rise of peak factor,which lower the stability and effectiveness of supply system. it. Therefore,to maximize a effect of charge increase in electricity system,government need to expand continuously by use and time-based rates gap to diffuse the peak load. In the natural gas for city use analysis ,it was not proven that daily peak factor was changed as a result of charge increase This means that natural gas supply system ’s stability and effectiveness by charge increase stay present level, which peak demand ’s price elasticity is almost same to average demand ’s it. But in comparison with electricity supply system,because periodic(weekly and seasonall factors;; s influence on peak factor are higher than it, government need to expand and develop the rates,which is weekly and seasonal based ,to di삐αse the peak load.
