Historically Japan has been the biggest Asian provider of ODA, and has experience of gradually expanding its ODA around 70s along with its economic development. However, the recent trend saw emerging donor countries in Asia. This includes South Korea that officially became member of ODA DAC in 2009, transforming from recipient into a full donor country. On that basis, there has been scholarly debate on whether the Korean ODA holds similar traits compared to the Japanese ODA, in relation to the Flying Geese pattern. This paper is a meaningful research that could accumulate fruitful results and interpretations regarding the question. The focus of this thesis on Southeast Asian region, especially Vietnam, is important because both Korea and Japan concentrates significant amount of their Official Development Assistance into the Southeast Asian region. Particularly, Vietnam being the largest recipient of Korean ODA into Southeast Asia, it will provide with good case study example of comparative analysis in terms of both aid volume and history. Therefore, it is needless to say that a comparative ODA study focusing on Vietnam would bring about valuable outcomes that could explore the policy and pattern of both Korean and Japanese ODA.
