In 2012, the State Department commissioned an Accountability Review Board (ARB) to investigate the September 11th attacks on U.S. Special Mission Benghazi. The resulting report revealed security lapses in the Department’s overseas facility safeguards, including the use of security waivers for facilities which do not meet minimum security standards, an inadequate risk management system and vacillating appropriations from Congress.This memorandum provides a detailed review of the major attacks, and subsequent ARB reports, which have led to the State Department’s current security policies, and concludes with recommendations for future reform.
