Safer homes, stronger communities: ahandbook for reconstructing after disasters was developed toassist policy makers and project managers engaged inlarge-scale post-disaster reconstruction programs makedecisions about how to reconstruct housing and communitiesafter natural disasters. As the handbook demonstrates,post-disaster reconstruction begins with a series ofdecisions that must be made almost immediately. Despite theurgency with which these decisions are made, they havelong-term impacts, changing the lives of those affected bythe disaster for years to come. As a policy maker, you maybe responsible for establishing the policy framework for theentire reconstruction process or for setting reconstructionpolicy in only one sector. The handbook is emphatic aboutthe importance of establishing a policy to guidereconstruction. Effective reconstruction is set in motiononly after the policy maker has evaluated his or heralternatives, conferred with stakeholders, and establishedthe framework and the rules for reconstruction. Asinternational experience and the examples in the handbookclearly demonstrate, reconstruction policy improves both theefficiency and the effectiveness of the reconstructionprocess. In addition to providing advice on the content ofsuch a policy, the handbook describes mechanisms formanaging communications with stakeholders about the policy,for improving the consistency of the policy, and formonitoring the policy's implementation and outcomes.
