【 摘 要 】
The purpose of the current flagshipreport is to address energy access and related developmentalissues in East Asia Pacific (EAP) that so far have receivedless attention compared to the macro energy issues ofclimate change and reduction of greenhouse gas (GHG)emissions. EAP countries have two steep paths to climb toachieve universal access to modern energy: electricity andmodern cooking solutions. Approximately 170 million people,or 34 million households, in EAP countries do not haveelectricity connections in their homes. This number isequivalent to approximately 9 percent of the Region'stotal population, and 30 percent of the Region'spopulation excluding China. Moreover, approximately 6 timesthat number, or over 1 billion people, still lack access tomodern cooking solutions. In addition, EAP is exceeded byonly Sub Saharan Africa and South Asia in the number ofpeople who lack access to electricity. However, access toboth electricity and modern cooking solutions is essentialto address the enduring impacts of poverty and to move thepoor onto a rising development trajectory. The link betweenaccess to modern energy and development is most clearlydefined by the Millennium Development Goals (MDG). The MDGswere formulated to reduce global poverty while increasingeducation, empowering women, and improving child andmaternal health. Although there is no direct reference toenergy in the MDGs, the need for access to energy,particularly modern energy, to improve overall welfare iswell recognized by the development community.
