Congo's current growth trend islower than the projected rate of growth in the 2012-2016National Development Plan (NDP). Congo should continueinvesting intensively but more efficiently ininfrastructure, an urgent need. Ample evidence shows thatinvestment efficiency in infrastructure is critical foreconomic development. Given the importance of this issue forthe future growth trajectory of the country, the second partof the update focuses on efficient investment ininfrastructure. By focusing on improving governmentefficiency, the Republic of Congo would be well positionedto achieve sustained and diversified growth, rather thancontinuing on the current path that is largely driven byhigher levels of public investment. The Congolese governmentcan achieve better public investment outcomes byimplementing sound public financial management policies inthese areas. These include better preparation and planningof investment projects, introduction of systems-basedcommitment of reform in the procurement and disbursementsystem to speed up the processes and make them more transparent.
