This report examines the currentinstitutional and financial arrangements for infrastructureservice provision in rural areas of Chile, focusing upon thewater, sanitation, electricity, communications andtransportation sectors, and proposes mechanisms forimprovement. The analysis is based upon cross-sectoraldialogues with a variety of government agencies at thenational, regional and municipal levels, governmentinformation and supplemental reports, and six backgroundstudies commissioned by the World Bank specifically for thiswork. The recommendations emerging from this cross-sectoralanalysis are designed to address two broad sets of needs:(a) to improve the efficiency, sustainability and impact ofinfrastructure services for the rural population thatalready has received access, and (b) to develop moreappropriate strategies for extending service coverage tothose still unserved segments of the rural population.Recommendations are provided for each sector as well as on across-sectoral basis.
