【 摘 要 】
The Millennium Development Goals (MDGs)provide a multidimensional framework for attacking povertyin a world of multi-polar growth. By focusing on measurableresults, they provide a scorecard for assessing progresstoward mutually agreed targets. And by enlisting the supportof national governments, international agencies, and civilsociety in a development partnership, they have broughtgreater coherence to the global development effort. In thisway they take us beyond the old, sterile opposition of'developed' and 'developing' or'north' and 'south.' The evidence fromthe last 20 years, documented in the statistical record ofthe MDGs, is that where conditions and policies are rightfor growth with equity, rapid and sustainable progresstoward improving the lives of the poorest people can takeplace. Not every country will achieve the global MDG targetsin the time allowed. Success has not been distributed evenlyand there have been serious setbacks. Some countries arestill burdened by legacies of bad policies, institutionalfailures, and civil and international conflict. For them,progress toward the MDGs has been delayed, but the examplesof good progress by others point the way for their eventual success.
