【 摘 要 】

The report comprises two volumes, theExecutive Summary and Policy Recommendations (Volume 1), andthe Background Documents (Volume 2), providing the scope,and organization of the study as follows. The first chapterassesses the performance of Chile in the knowledge economy,where knowledge is a critical factor for competitiveness andgrowth. It examines progress to date, and remainingchallenges with respect to three factors - the knowledgevariables: 1) the economic incentive and institutionalregime; 2) science and technology; and, 3) the educationsystem. The second chapter looks at Chile's Informationand Communication Technology (ICT) - the infrastructure ofthe knowledge economy. The third chapter evaluates thepotential use of ICT by local firms, with special focus onmicro, small and medium businesses (MSMBs), which representthe bulk of the Chilean productive sector. The focus of theoverall analysis is on the role of Knowledge in improvingthe productivity of the private sector. The study'smain focus on improving productivity of the private, ratherthan the public sector, is motivated by the fact that arecent Bank Public Modernization loan, addresses key issuesin improving the effectiveness, and efficiency of theChilean public administration. It is highlighted that therecent growth of the Chilean economy, and positiveshort-term outlook, should not deter the Government fromembarking on further reforms aimed at improving theproductivity of the private sector. Chile may want toencourage microeconomic reforms supporting private sectordevelopment. Recommendations include the creation ofinnovative businesses, a single contact point for businessregistration, and a more flexible labor market, so as toreduce the costs of labor, increase employment, and that offirm's productivity. Moreover, the Government shouldreview, and rationalize its programs in support of science,technology, and innovation, encouraging privateparticipation in science, to ensure an adequate, relevantresearch, and, promote further reforms to improve thequality of education. Such policy agenda will requirepublic-private partnerships to enhance productivity, andgrowth, which will require rethinking some economic principles.
